Understanding the EHCP process

What is an EHCP? 

An Education, Health and Care Plan (EHCP) is a legally binding document that outlines a child’s special educational needs, the support they require, and the outcomes they are working towards. It is designed to ensure children and young people with more complex needs receive tailored support across education, health, and social care. 

EHCPs are issued by the Local Authority (LA) following a detailed assessment process. They are typically for children whose needs cannot be met through standard SEN support available in mainstream education settings. 

Why an EHCP matters

An EHCP ensures: 

  • Your child receives coordinated support from relevant professionals 
  • Provision is legally enforceable and must be delivered by the LA 
  • Greater choice over suitable schools or placements for your child 
  • Structured planning for long-term outcomes and regular reviews 

Who can apply?

  • Parents of children aged 0–16 
  • Young people aged 16–25 
  • Schools, health professionals, or others involved in the child’s care 

You do not need a formal diagnosis to request an assessment—eligibility is based on your child’s needs and whether current support is sufficient. 

When to consider applying

If your child is struggling in school and current SEN support is not meeting their needs, an EHCP may be appropriate. Evidence of their challenges, progress, and any interventions tried will be needed. You may request an EHC needs assessment directly from your LA. 

What makes a good EHCP?

A strong EHCP is: 

  • Clear and specific, especially in Section F (support provision) 
  • Outcome-focused, with measurable targets 
  • Regularly reviewed, typically annually 
  • Co-produced with meaningful parent and child input 

Support for parents and carers

We understand that navigating the EHCP process can be complex and overwhelming. Parents and carers may find it helpful to access the following external sources of support: 

  • SENDIASS (Special Educational Needs and Disabilities Information Advice and Support Service) – Offers free, impartial advice and support on all aspects of the EHCP process 
  • IPSEA (Independent Provider of Special Education Advice) – Provides legal advice, resources, and model letters 
  • Local Authority Local Offer – Contains detailed information about services, timelines, and support available in your area 
  • Parent Carer Forums – Peer-led groups offering shared experiences, practical advice, and advocacy 

 We encourage families to explore these resources for additional guidance and support throughout the EHCP journey.
